Western Australia became a penal settlement in 1850 and transportation continued until 1868. At the beginning of 1855 instructions were issued from the Colonial Office that all despatches relating to convicts and to the administration of the Convict Department should be separately numbered: Convicts No. 1, Convicts No. 2 etc. This practice was discontinued by decision of the Colonial Office at the beginning of 1865, when despatches relating to convicts were once more incorporated in the main series.
