Series Description  Governors were instructed that when they needed to address the Secretary of State "in a more unreserved manner than a Public Despatch would admit with propriety or convenience to the public interest" their despatches should be marked "confidential". Such confidential despatches were filed as a separate series fromn 1869. Matters dealt with include such subjects as defence, suggested changes in the form of local government, differences of opinion between senior public servants, and native affairs, quarterly reports on the colony/state, and recommendations for honours, knighthoods etc. The despatches are entered chronologically. The first two volumes (Cons 390/47, 48) are indexed and subsequently schedules of secret despatches accompany the files for each year.
