Under "The Newspaper Libel and Registration Act, 1884 Amendment Act 1888" provision is made for the Registration of Newspaper Proprietors to be established under the superintendence of the Registrar (S.C.). Registration had to take place on or before 14 January 1885 and thereafter annually. The applicant registered

Files include applications and correspondence, and they contain information pertaining to change of ownership.
The newspaper registrations are maintained annually in order that anyone may come to the Court and search the records eg, if they intend to take the proprietor to court, or sue for damages, libel etc. Thus every year a fresh schedule is filed so that names of proprietors are kept up to date.
